(Reported issue to vendor as well) Check in next version if it resolves.(Got this error while upgrading from 1.31.12 to 1.35.1 so have disabled cross upgrade(i.e changed 'min_require' in info.xml as 1.35.0), check whether cross upgrade works in next version and also change 'min_require'. Cross upgrade re-enabled in version 1.36.0 with minimum version 1.31.0 in info.xml.
12) Since 1.43.0 searchindex entry default charset is set to utf8mb4 (maintenance\tables-generated.sql) hence we have not handled it.
13) Uncheck "Share data about this installation with MediaWiki developers" during manual installation.
14) Remove `[[dbprefix]]l10n_cache` table inserts from sql, they are made again post visiting the login page.
15) Always check https://www.mediawiki.org/wiki/Version_lifecycle for updating 'min_require' in major versions. We have kept 1.39.0 'min_require' in info.xml, since it's mentioned in the link that to upgrade from 1.38 (or earlier) to 1.46, first upgrade your wiki to 1.39 (or 1.43), and then, you'll be able to upgrade to 1.46. Also we have tested same from 1.39.0 to 1.46.0.
